Area Based Childhood (ABC) Programme – 0-2 Years Coordinator

Reporting to:

Director of Area Based Childhood (ABC) Programme / Early Learning Initiative (ELI) 

Purpose of Position:

Coordinate the ABC 0-2 Years Programme

  • Stakeholders in the local community, including parents, children and practitioners 

Key Responsibilities:

  • Scope out, design and agree an evidence-based home-visiting programme, building on current Public Health Nurse (PHN) service delivery (including the Community Mothers and Parent Child Home Programme (PCHP) programmes)
  • Design, organise, deliver and evaluate at least 3 Interagency Working Group Meetings a year in collaboration with PCHP coordinators to develop and oversee the 0-2 years programme
  • Work with the ABC Director and ABC PCHP National Coordinator to recruit, hire and train Home Visiting staff
  • Provide supervision, mentoring and support to the Home Visitors
  • Identify, recruit, interview and select families through referrals by PHN/Tusla/Maternity hospitals for initial implementation of the 0-2 years programme
  • Coordinate home visits and other 0-2 ABC Programme activities
  • Organise events for the programme families
  • Liaise with PHN, Tusla, Maternity Hospitals, PCHP, CES, Pobal and other statutory and voluntary bodies around the development of the ABC 0-2 Years Programme and opportunities for shared learning and collaboration
  • To manage the budget and accounts for ABC 0-2 Years Programme within the ABC/NCI/Early Learning Initiative framework and the requirements of Pobal and CES
  • Prepare and maintain records, reports and/or evaluation data on the programmes and participating professionals, children and families
  • Provide information as required to the ABC Director and NCI’s Finance Department for ABC returns and budgets to Pobal and CES
  • Participate in research activities
  • Any other duties as assigned by the ABC/ELI Director 

Skills and Experience required:

  • Relevant 3rd level qualification
  • Relevant experience of working with children, young people, families and statutory agencies
  • Experience in developing and delivering relevant professional development programmes
  • Excellent facilitation and presentation skills
  • Ability to develop and support innovative ideas and approaches
  • Ability to work with marginalised families and have an understanding of the issues of marginalisation
  • Ability to deal effectively with a wide variety of College personnel, statutory, community and corporate stakeholders and other outside individuals/organisations
  •  Flexible approach to work as evening and weekend work may be required
  • Ability to operate as a team player in a cross disciplinary, integrated team, sharing roles and responsibilities
  • An energetic, confident and pro-active individual with strong interpersonal and communication skills
  • Excellent leadership, administrative and organisational skills 

Salary: EUR 30,842 - 39,282 per annum

Annual Leave: 21 days per annum

Contract Type: This is a one-year fixed term, full time position subject to ongoing funding

The successful candidate will be subject to Garda vetting and must not hold any convictions under the Sex Offenders Act 2001.

The functions and responsibilities assigned to the 0-2 ABC Programme Coordinator – Early Learning Initiative, are based on the current stated role and objectives of the ABC Programme and the College. These functions and responsibilities may alter in line with any change in the role and objectives of the ABC Programme and NCI.
