About Martina
Martina Walshe completed the Certificate in Social Protection Studies (Level 6 Special Purpose Award) at National College of Ireland, graduating with Distinction in 2020 and earning a place on the Dean's Honours List.
Although Martina already possessed a strong academic background, including fluency in French, Italian and German, this programme represented her first step into professional study directly connected to her role in the Department of Social Protection. Working full-time and leading teams in the State Pension Contributory scheme, she saw the qualification as an opportunity to build a deeper understanding of the Department’s policy and operational environment.
"The Certificate in Social Protection Studies gave me the opportunity to combine my practical experience with a deeper understanding of the social protection system and the context of the Department’s activities.
It strengthened my confidence and enhanced my ability to contribute to policy and operational discussions with internal and external stakeholders."
Learning that Made a Difference
Martina valued the programme's strong connection to her day-to-day work. Studying alongside colleagues from different areas of the Department provided valuable insights into both the operational and policy aspects of social protection.
Balancing study with a busy full-time role required commitment, but the flexibility of the programme enabled her to succeed. The course broadened her perspective, strengthened her critical thinking skills and reinforced the importance of continuous professional development throughout a career focused on public service.
Career Growth and Development
Since completing the programme, Martina has progressed through the Department to the position of Assistant Principal Officer in the Department's Learning and Development Unit.
In her current role, Martina oversees accredited professional education programmes delivered in partnership with NCI, helping to support learning and career development opportunities for Department staff. Her own experience as an NCI student has given her a strong appreciation of the value of flexible education for working professionals.
Martina believes that continued investment in education has played an important role in building her confidence and preparing her for new challenges throughout her career.
Her advice to prospective students is to embrace the opportunity to learn, share experiences and build connections with colleagues.
Martina's story highlights the value of lifelong learning and demonstrates how professional education can support both personal growth and career progression within the civil service.
